India's elites (whether by birth or by income or both) have long ignored what is around them. Like the wealthy everywhere they can afford to ignore the poor. But unlike the wealthy everywhere, that ignorance is also rooted in a philosophy that emphasizes acceptance of one's lot with a smile, so that the next life can be better. The idea that one deserves their lot is ingrained (and this, again, is not confined to India). Karma is convenient when it happens to others, I guess.
